Part-Time Tutor

Platform used and how payment works

For approved services, EMA Direct Pay sends payment after the work is done: your business must be approved and each tutor's or therapist's personal account linked to it. Otherwise the family pays you and claims the cost back from Step Up (Parent Reimbursement) with a paid, $0-balance itemized invoice plus the documents and credentials your category asks for. Registered private schools follow a separate school path.
Documents to prepare and possible reasons for rejection

Issues that could lead to rejection

  • Applying as a Home Education Instructional Program (HEIP) for single-subject sessions
  • Invoices with no session dates or hourly rate
  • Credentials uploaded only to the business, not to the tutor's own account

Must-have documents

  • A teaching certificate, a relevant degree, an approved tutoring-training certificate, or the subject-mastery proof Step Up accepts (a personal statement about your skill is not accepted)
  • Background screening clearance
  • Signed W-9 (the IRS tax form for getting paid)

Fees, limits and timing · evidence and caveats

School tuition: seven business days after both approvals

For full-time students at eligible private schools, quarterly tuition/fee payments are made within 7 business days after school and parent/guardian approval. This is not a tutor, vendor, reimbursement or account-funding timeline. Net-30, direct-deposit and no-platform-fee terms elsewhere are provider-supplied and not verified by these documents.

Advance reimbursement and purchase dates

2026–27 purchases: July 1, 2026–June 30, 2027. Listed prior-year exceptions are eligible private-school tuition/fees, HEIP tuition/fees, public-school contracted services, full-time private tutoring and state-approved virtual instruction. Do not extend these to all part-time tutoring or products. Services may be reimbursed up to 4 months ahead; farther ahead may be approved through the remaining school year, up to 1 year, with signed/dated non-refundable documentation. Service direct pay is after delivery (PDF p. 12).

“Parents and guardians can apply for reimbursement for services up to four months in advance of the service being rendered.”

Purchase frequency is category-specific

The summary lists one of a specific item per category/type/description every 1 or 2 years, depending on the Purchasing Guide rule. It is not a blanket replacement schedule or vendor quantity limit. The summary's pre-authorization deadline is May 28, 2027 (PDF p. 1), not a vendor approval deadline.

School accounting threshold, not a student cap

Schools receiving more than $250,000 in 2026–27 scholarship dollars from the listed programs, individually or in aggregate, must contract with a qualifying licensed CPA for agreed-upon procedures. This is not an award ceiling or a charge to families.

This is a preliminary check of which program category may fit—not official approval. Whether your offering qualifies depends on your qualifications, exactly what you sell, how you provide it, and the family’s scholarship program. Before applying, confirm the category name and current requirements with the program.
